Morocco Climbs 14 Spots in 2025 Government AI Readiness Index, Minister Says

Morocco has advanced 14 places in the 2025 edition of the Government AI Readiness Index, according to Amal El Fallah Seghrouchni, Minister Delegate in charge of Digital Transition and Administrative Reform.

Speaking Wednesday at the opening session of the fifth General Assembly of the Digital Cooperation Organization (DCO) in Kuwait, Seghrouchni said the improvement reflects the relevance of Morocco’s national strategic choices and the outcomes of strengthened international partnerships, particularly within the framework of the DCO.

The minister attributed this qualitative leap to a series of national initiatives in the field of artificial intelligence, notably efforts to reinforce legal and regulatory frameworks, develop digital skills, encourage responsible innovation, and establish new mechanisms to regulate the export of AI solutions in the context of offshoring activities.

Seghrouchni highlighted two flagship initiatives that illustrate Morocco’s shift from a vision-driven approach to concrete implementation. The first is the Digital for Sustainable Development Hub (D4SD), launched in partnership with the United Nations Development Programme (UNDP). The hub has contributed to positioning Morocco as a regional center in the Arab world and Africa for sustainable digital transformation based on artificial intelligence and data science.

The second initiative falls under the “AI Made in Morocco” vision through the creation of the Al Jazari Institutes Network. These institutes serve as operational platforms that bring together researchers, startups, and public and private stakeholders to develop reliable, sovereign, and inclusive AI solutions.

The minister also stressed that artificial intelligence has become both a geopolitical and strategic issue, underlining its direct implications for governance models, digital trust, and workforce skills. She added that the challenges and opportunities associated with AI transcend national borders, making international cooperation essential to ensure an inclusive, secure, and sustainable digital transition.

The fifth DCO General Assembly, held on February 4–5 in Kuwait, brings together ministers, representatives of international organizations, and public- and private-sector partners and observers from more than 60 countries.
