Morocco and Ethiopia Sign MoU to Boost Security Cooperation and Combat Organized Crime

Morocco and Ethiopia have taken a significant step toward strengthening their bilateral security partnership with the signing of a Memorandum of Understanding (MoU) on operational, intelligence, and technical cooperation. The agreement was signed on Monday in Marrakech by the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and the Commissioner General of the Ethiopian Federal Police, on the sidelines of the 93rd session of the INTERPOL General Assembly (24–27 November 2025).

According to a statement from the Directorate General of National Security (DGSN), the MoU establishes a comprehensive framework to guide cooperation between the two countries in a range of security fields. The agreement promotes the exchange of expertise, experience, information, and technical support, with the objective of enhancing the fight against violent and organized crime that poses a threat to the stability and safety of both nations.

As part of the agreement, Morocco’s national security services will provide Ethiopian security institutions with support in areas such as training, technical assistance, and intelligence-sharing. This cooperation aims to help Ethiopia develop human resources and strengthen institutional capabilities in crime prevention and law enforcement.

The MoU covers a wide spectrum of security challenges, including combating human trafficking, illegal immigration, organ trafficking, drug and psychotropic substance trafficking, and illicit trade in arms, explosives, and hazardous materials. It also addresses cybercrime, financial and economic crime, and money laundering, in addition to other areas of shared interest.

Following the signing ceremony, Hammouchi and the Ethiopian Commissioner General held discussions to review the progress of bilateral cooperation and explore avenues for further enhancing the security partnership. Both sides reaffirmed their commitment to consolidating joint efforts in addressing emerging security threats and reinforcing shared safety.
