Morocco and Spain to Hold High-Level Summit in Madrid

Morocco and Spain will hold their 13th High-Level Meeting on 4 December in Madrid, in a new sign of the strong diplomatic momentum that has defined relations between the two countries in recent years. According to a statement from the Moroccan Government’s office, the summit will be preceded on 3 December by the Morocco–Spain Economic Forum, which will bring together government officials, business leaders, and institutional partners from both sides.

The announcement comes as Rabat and Madrid continue to consolidate a deep strategic partnership, particularly since Spain’s landmark decision in March 2022 to endorse Morocco’s autonomy plan for the Sahara as “the most serious, realistic and credible basis” for resolving the regional dispute. This shift marked the beginning of a new era in bilateral relations after a period of political tension, opening the way for reinforced cooperation across all sectors.

Since then, ties between the two kingdoms have strengthened at an unprecedented pace. Spain has become Morocco’s largest trading partner, with bilateral exchanges reaching record levels over the past two years. Thousands of Spanish companies now export regularly to the Moroccan market, and hundreds more have established permanent operations in the Kingdom, reflecting renewed investor confidence and growing economic interdependence.

In parallel, cooperation in security, migration management, and counterterrorism has intensified, with both governments describing their coordination as essential for the stability of the Western Mediterranean. The two countries are also collaborating closely in preparations for the 2030 FIFA World Cup, which Spain, Morocco, and Portugal will co-host — a project that has added a new dimension of strategic partnership.

Diplomatic communication between Rabat and Madrid has equally gained in frequency and depth, with multiple high-level visits and dialogue mechanisms revived since 2022. These developments have allowed both sides to craft a more structured roadmap based on mutual respect, shared interests, and long-term strategic vision.

The upcoming High-Level Meeting is expected to review progress achieved since the last summit in 2023 and to adopt new agreements in trade, investment, infrastructure, renewable energy, security, and cultural cooperation. It also aims to reaffirm the political trust that has become the foundation of the Moroccan-Spanish partnership over the past three years.
