Morocco, Spain and Germany Discuss Enhancing Security Cooperation

Senior security officials from Morocco, Spain and Germany held high-level talks in Rabat this week aimed at strengthening trilateral security cooperation to address shared regional and transnational threats.

The meeting brought together Morocco’s Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, with the Director General of the Spanish National Police, Francisco Pardo Piqueras, and the Director General of the German Federal Police, Dieter Romann. The talks were part of an official visit to Morocco by the Spanish and German delegations from January 7 to 9.

According to an official statement, discussions focused on enhancing coordination and intelligence-sharing in key areas of common concern, including counterterrorism, irregular migration, drug trafficking, cybercrime and sports-related security. The three sides also reviewed the evolving security situation in the Sahel-Saharan region and its implications for terrorist movements across the Euro-Mediterranean area.

Participants stressed the importance of maintaining advanced levels of operational and technical cooperation, as well as the rapid exchange of information, to safeguard regional and international security and stability. The meeting also explored ways to expand cooperation frameworks in anticipation of major international sporting events, notably the Africa Cup of Nations (AFCON) 2025 in Morocco and the 2030 FIFA World Cup.

As part of the visit, the Spanish and German delegations were briefed on Morocco’s security and safety arrangements for AFCON 2025, including crowd management, digital surveillance systems and public force deployment plans. They also toured the Prince Moulay Abdellah Sports Complex in Rabat and the African Police Cooperation Center, where they were introduced to Morocco’s advanced technological capabilities and coordination mechanisms with foreign liaison officers.

The trilateral meeting reflects a shared commitment by Morocco, Spain and Germany to deepen their security partnership in response to cross-border challenges, reinforcing cooperation based on mutual trust, operational complementarity and strategic coordination.
