France Issues International Arrest Warrant for Ex-Algerian Diplomat

A French investigating judge has issued an international arrest warrant for Salah Eddine Selloum, former First Secretary at the Algerian Embassy in Paris (2021–2024), on suspicion of belonging to a “terrorist criminal organization” that allegedly planned to kidnap Algerian dissident Amira Boukhors, known as “Amir DZ,” who resides in France.

According to Le Monde, the warrant was based on investigations by the French National Anti-Terrorism Prosecutor’s Office (PNAT) and the domestic intelligence service, which revealed possible coordination with individuals believed to be linked to Algerian intelligence to carry out the abduction.

Available information indicates that the plan aimed to forcibly transfer Boukhors to Algeria via Spain, where he faces a 20-year prison sentence in absentia issued against him in 2023. The investigations also uncovered suspicions of involvement by Algerian officials and diplomats, including officers from the foreign intelligence service, in monitoring the target and coordinating the operation, as well as recruiting French employees to obtain data on political refugees.

The case, described as a “terrorist operation” intended to send an intimidation message to Algerian dissidents in France, remains open. Not all suspects have been apprehended, and authorities are still searching for other individuals believed to have taken part in the operation.
