Madrid Endorses UN Resolution 2797 as Morocco–Spain Partnership Advances at High-Level Meeting

Spain reaffirmed its strong support for Morocco’s autonomy initiative on Thursday, welcoming the adoption of United Nations Security Council Resolution 2797, which it described as the “most feasible solution” to resolving the Moroccan Sahara issue. The position was outlined in the final statement of the 13th Morocco–Spain High-Level Meeting, held in Madrid.

In the communiqué, Spain praised the UN development adopted on October 31, 2025, stressing that Resolution 2797 “fully supports the efforts of the Secretary-General and his Personal Envoy” in advancing negotiations on the basis of the autonomy plan proposed by Morocco. Madrid also reiterated its “constant and constructive” stance as expressed in the landmark Joint Declaration of April 7, 2022, issued following talks between the President of the Spanish Government and His Majesty King Mohammed VI.

This renewed endorsement confirms Spain’s active support for the current UN roadmap, which places Morocco’s autonomy initiative at the core of international efforts to achieve a lasting political solution to the long-standing regional dispute.

Alongside the political reaffirmation, the High-Level Meeting was marked by an intensive round of bilateral consultations between senior officials from both countries. The discussions covered key strategic sectors with the aim of consolidating the deepening partnership between Rabat and Madrid.

Industry and Trade Minister Ryad Mezzour met with Spain’s Minister of Industry and Tourism, Jordi Hereu, to explore avenues to boost industrial integration and expand commercial exchanges. In energy and sustainability, Minister Leila Benali held talks with Spain’s Third Vice President and Minister for Ecological Transition, Sara Aagesen, focusing on cooperation in renewable energy and climate resilience.

Education and vocational training were also central to the dialogue, with Minister Mohamed Saad Berrada meeting his Spanish counterpart, Pilar Alegría, who also serves as government spokesperson. Agriculture remained a strategic pillar of the talks as Minister Ahmed El Bouari and Secretary of State Zakia Driouich met with Spain’s Minister Luis Planas to strengthen collaboration in fisheries and rural development.

Further discussions brought together Minister of Health and Social Protection Amine Tahraoui and Spain’s Minister for Inclusion, Social Security, and Migration, Elma Saiz, while Minister Delegate for Investment Karim Zidane met with Transport Minister Oscar Puente to advance cooperation in mobility and infrastructure.

These wide-ranging consultations underscore the shared determination of Morocco and Spain to elevate their partnership to new levels, building on a climate of trust and mutual respect and reinforcing their cooperation across political, economic, and social fields.
