Morocco Arrests Alleged Italian Mafia Power Couple as Rome Seeks Extradition

Italian media have reported that Moroccan authorities have arrested a married couple described as senior figures in the Italian mafia, in a case highlighting deepening international security cooperation and the legal complexities surrounding extradition procedures.

The suspects, identified as Patrizio Forniti and his wife Monica Montenero, were taken into custody by Moroccan security services in mid-November after a period on the run. They have since been held in a Moroccan prison, while Italian authorities press for their extradition to face prosecution on serious organized crime charges.

According to Italian press reports, Forniti is considered one of the most dangerous mafia leaders in Italy. Investigators say he was the dominant criminal figure in the province of Latina over the past two decades and is a key target in the anti-mafia investigation known as “Assedio” (“Siege”).

Italy’s anti-mafia prosecution services are seeking to try the couple on charges related to membership in a mafia-type criminal organization. Forniti is also wanted in connection with other major cases, including a large-scale drug trafficking investigation opened by prosecutors in the city of Brescia, Italian media said.

However, the extradition process is expected to be lengthy and complex. Italian sources note that Morocco is not a member of the European Union, and that the extradition agreement between Rabat and Rome does not provide for fast-track or automatic surrender procedures, unlike arrangements in place with some EU countries such as Spain.

Further complicating the case is the fact that Forniti and his wife are also facing charges before Moroccan courts. Authorities have reportedly accused them of possessing and using forged documents, in addition to suspicions of corruption, factors that could extend their detention in Morocco.

Italian media reported that the couple was arrested in Casablanca by Morocco’s Royal Gendarmerie, acting on an international wanted notice issued by Italian authorities in July 2024. The warrant followed their failure to comply with a judicial order requiring them to serve prison sentences in Italy.

Security investigations reportedly classify Forniti as a “high-risk fugitive” and the alleged mastermind of a mafia network bearing his name, with extensive influence inside Italy and links to criminal networks across Europe.

During the arrest operation, Moroccan authorities are said to have found forged Swiss passports in the couple’s possession, forming the basis of the charges brought against them in Morocco and placing the case on a dual legal track involving both Moroccan and Italian judicial systems.

Italian outlets further reported that the arrest was carried out with the support of Italian police units specializing in international cooperation, and with the involvement of a security expert working at the Italian embassy in Rabat, as part of broader coordination against transnational organized crime.

Forniti’s criminal record, according to Italian security sources, includes convictions and allegations related to property crimes, illegal possession of weapons and ammunition, and an initial conviction in mafia-style extortion cases. He is also suspected of leading extensive drug trafficking networks.

Italian security reports describe him as a “boss of bosses” within his criminal circle, capable of forging direct ties with major mafia organizations, including factions linked to the ’Ndrangheta and the Camorra, and of imposing influence through intimidation and force.

Pending a final decision on extradition, Italian media say the fate of Forniti and his wife remains tied to Moroccan judicial procedures, whose duration is difficult to predict. Rome, however, has reiterated its determination to bring the couple back to Italy to stand trial in what is being described as one of the country’s most significant mafia cases in recent years.
