Morocco’s Head of Government Aziz Akhannouch has described the country’s new Investment Charter as one of the most significant reforms shaping the current government’s agenda, saying it has helped drive job creation and investment across the kingdom.
Speaking on Monday during a general policy session in the House of Representatives, Akhannouch said the legislative framework reflects the royal guidelines set out by King Mohammed VI in his speech opening the 2022–2023 parliamentary year.
He said the charter forms part of a broader government strategy aimed at boosting investment through modern support mechanisms, greater transparency for investors and stronger regional development, while focusing on priority economic sectors.
According to the head of government, the charter is designed not only to attract capital but also to promote social justice by reducing regional disparities and ensuring a fairer distribution of the benefits of investment nationwide.
Since the charter came into force in March 2023, the National Investment Commission has approved 250 projects worth a total of 414bn Moroccan dirhams, he said. These projects are expected to create around 179,000 direct and indirect jobs.
The head of government noted that the approved investments are spread across all regions of the country, covering 49 provinces and prefectures and 34 economic sectors. These include tourism, agri-food, automotive manufacturing and textiles, alongside energy, pharmaceuticals, construction materials, healthcare, chemicals and transport.
Akhhannouch added that the government is backing these efforts with a roadmap to improve the business climate. He said nearly all planned initiatives under this plan have already been launched, with more than half completed, and the remaining measures due to be finalised by 2026.
