A high-level meeting was held at the Royal Palace in Rabat on Monday, 10 November 2025, to discuss the updating of Morocco’s Autonomy Plan for the Sahara, following directives from King Mohammed VI.
According to a statement from the Royal Cabinet, the meeting was chaired by the King’s senior advisers Fouad Ali El Himma, Omar Azziman, and Taieb Fassi Fihri, and attended by the Minister of the Interior, the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, along with leaders of parliamentary political parties.
The discussions focused on ways to revise and detail the Autonomy Initiative within the framework of Morocco’s sovereignty, in line with the King’s call in his 31 October address to the Nation, delivered after the adoption of UN Security Council Resolution 2797.
The Royal Advisers highlighted the King’s commitment to a broad, consultative approach on this key national issue and urged political parties to submit their proposals in the coming days for an updated version of the initiative.
Party leaders expressed their gratitude to the King for involving national political forces in shaping the renewed plan and reiterated their full support for Morocco’s sovereignty over the Sahara, emphasizing their readiness to contribute to a realistic and lasting solution.
Political parties are expected to submit detailed memoranda to the Royal Cabinet outlining their proposals for developing the updated version of the Autonomy Plan.
The UN Security Council’s Resolution 2797, adopted in late October, reaffirmed the pre-eminence of Morocco’s Autonomy Initiative as a “serious and credible” basis for resolving the regional dispute over the Sahara. The resolution also praised Morocco’s constructive role in promoting stability and regional cooperation across the Maghreb.
